Retail and commercial services in Cromcastle are mainly concentrated
within the Northside Shopping Centre.
The shopping centre contains approximately 14,000sqm of leasable
retail and commercial floorspace.
The shopping centre contains two major prestigious food supermarkets
(Dunnes Stores, Superquinn) and a large drapery store (Dunnes Stores).
The remaining commercial units are smaller, typically in the order
of 100-200 metres square. In addition to the supermarkets
the shopping centre contains smaller food outlets - two butchers
and a fruit and vegetable store.
The shopping centre accommodates a broad profile of ‘high
street’ or comparison retail and convenience retail. The
shopping centre contains two cafés and a fast-food restaurant.
The upper level of the shopping centre also houses an optometrist,
a dentist and a general practitioners clinic. The shopping centre is an important local centre for financial
institutions, containing a credit union, two banks and a building
society premises. The shopping centre also houses a post office
and the state employment and training agency (Fás).
Constructed in 1969 Northside Shopping Centre
is one of the largest shopping centres on the North side of Dublin
City located in the Cromcastle area. The national economy has witnessed
tremendous growth over the time since the centre was developed
and the most appropriate economic driver in the Cromcastle area
is to expand on the existing retail and accompanying uses.
A retail study carried out recently indicated the shopping centres
ability to transform itself from a district convenience centre
into a destination comparison
shopping centre. Through expansion, refurbishment of existing spaces and refocusing
of the tenant mix, it is projected that the Cromcastle area can support up
to 13% of the available shopping demand among its North Dublin
catchment population,
a doubling over its existing 6% population share. This expansion can
ensure that a diverse range of shopping opportunities are available and easily
accessible
for residents and area visitors, while forming a distinctive and positive identity
and image of the Cromcastle area.
Cromcastle is located in the northern suburbs of Dublin approximately 6km from the city centre. It is well located in close proximity to the M1 Dublin-Belfast motorway, M50 motorway and the soon-to-be-complete Port Tunnel.
The Dublin City Development Plan 2005-2011 has uniquely designated
the Cromcastle area as both a Prime Urban Centre and Framework Development
Area. These designations reflect the importance of the Cromcastle locality
within the larger context of the city, and the potential for the area
to become a thriving, vibrant centre for services, employment, leisure
and recreation for the local community.
JOINT INITIATIVE
As the two major landowners in the area, Dublin
City Council and Headland Holdings Ltd. agreed to form a joint initiative
to commission a masterplan for the area. While the resulting Masterplan
is not statutory in nature, it is deemed that a balanced, congruous approach
to forming development aspirations and objectives for the area would
lead to more favourable future development. Dublin City Council and Headland
Holdings Ltd are the two major landowners, holding approximately 77%
of all land in the study area (the 9.02 acre Northside Shopping Centre
site is owned by Headland Holdings Ltd.
The Masterplan covers an area of approximately 65 acres (26 hectares),
bisected by the Oscar Traynor Road. The core area of the Masterplan is
as defined by the Framework Development Area boundary in the Dublin City
Development Plan 2005-2011; however a larger study area is examined in
this project including open space adjacent to the Santry River, and the
Clonshaugh Business and Technology Park (IDA Ireland).
CROMCASTLE AS A PRIME URBAN CENTRE (PUC)
In the Dublin City Development Plan 2005-2011, Cromcastle is designated
as one of eight Prime Urban Centres (PUC) within the Dublin area.
PUCs are recognised nodes for development that can provide a range
of services for a wide catchment population. PUCs have potential for increased residential, commercial and employment
development supported by existing and proposed quality public transport
routes. By virtue of their existing size, established urban form and
public transport linkages it is envisaged that PUCs have the potential
to deliver, with some increased density of development, an improved
and viable retail/commercial core.
In
addition to the PUC designation, Cromcastle has been identified
in the Development Plan as one of thirteen Framework Development
Areas (FDA).
Framework Development Areas are where proposals for comprehensive
development or re-development have been, or are in the process
of being prepared.
Overall Vision –
To create a mixed-use development providing new community and recreation places
for residents and area children and improved infrastructure to meet the needs
of current residents, employers and visitors to the area.
Typical of many suburbs developed in the 1960s and 1970s, Cromcastle lacks a
strong sense of place and remains underdeveloped. Through careful redevelopment
and infill, Cromcastle can achieve the look and feel of other successful suburbs.
